Create your employer account

You need your employer account to:

  • File and amend quarterly wage reports for Paid Leave and WA Cares.
  • Submit premium payments.
  • View your account activity and account balances.
  • View information about your employees’ use of Paid Leave benefits.
  • Add or update your contact information to receive notifications and letters.
  • Apply for Small Business Assistance Grants.
  • Add additional users to help manage your account and complete tasks.
  • Initiate and manage Power of Attorney (POA) links with your third-party administrator/payroll company.

Create your employer account

When setting up your employer account for the first time, you need your business’s Unified Business Identifier (UBI) number. This is a 9-digit number issued when you register your business with Washington’s Department of Revenue (DOR). If you’ve already registered with DOR, you can look up your UBI number on the DOR website.

Secure Access Washington (SAW) account

If you don’t have a Secure Access Washington (SAW) account, you will first need to create one on the Secure Access Washington website. To get started, click the Sign Up button at the top of the page and follow the instructions.

Add ‘Paid Family and Medical Leave’ service

  1. Log in to your SAW account at secureaccess.wa.gov.
  2. On your SAW homepage, click Add Service, then Add By Agency button to browse the list of services by agency.
  3. Scroll down this list of agencies and select Employment Security Department, then find “Paid Family and Medical Leave (PFML)” and click Add.
  4. On the “Registration Complete” page, click the My Services link. You should now see the Paid Family and Medical Leave (PFML) link listed on your SAW homepage.

Create your account

  1. From your SAW homepage, click the Paid Family and Medical Leave (PFML) link.
  2. Continue to access the Paid Family and Medical Leave service.
  3. On the “Create an Account” page, click Register your Business.
  4. Enter your UBI number in the UBI field and click Next.
    • Your UBI is issued to you by the DOR.
    • If we have your UBI on file, your UBI and business name will display.
    • If we do not have your UBI on file, you will have the option to Create Employer. See details below.
  5. Review the “Record Found” then click Next. Use Previous to make changes or Cancel to end the process.
  6. You will be taken to the “Verify Your Account” page to gain full access.

Can’t find your business with UBI

If we don’t recognize your UBI, you’ll have the option to submit documentation and request that it be created and added to our system.

  1. Click the Create Employer button.  
  2. Enter your business and contact information then click Next.
  3. On the “Upload Your Documents” screen, upload one of the following documents before clicking Next:
    • Business License (WA Dept of Revenue)
    • Active Reseller Permit (WA Dept of Revenue)
    • Articles of Incorporation (WA Secretary of State)
    • Certificate of Formation (WA Secretary of State)
  4. Review the information you’ve provided and then Submit.
  5. Our Employer Services team will approve or deny your request and send you an email notifying you of our decision. This process generally takes 5 business days.
  6. If approved, log in to your employer account and follow the steps below in the “Verify your account” section.

Verify your account

To get full access to your account, you must request a Personal Identification Number (PIN). We will mail this PIN to the mailing address we have on file, so it’s important that your address is correct.

To request your PIN:

  1. On the “Verify Your Account” page, confirm your mailing address is correct.
    • If correct, click Request PIN.
    • If incorrect, click the Change Address link and complete all required fields. You’ll need to upload documents to support the request.
  2. You will see a message telling you that a letter containing the PIN will be sent.
    • You should receive your PIN letter within 7 to 10 business days.
  3. Click the link to continue with limited access and create an online employer account.
    • With limited access you will be able to submit wage reports and make premium payments while you wait for full access.
  4. You’ll see the “Enter Contact Information” page. Enter the primary contact information or if the information is correct, click Submit.
  5. You will be taken to your employer account homepage where you can see your quarterly report status, submit your reports and make payments.

Enter your PIN

Once your PIN letter arrives in the mail:

  1. Log in to your employer account, click the Paid Family and Medical Leave (PFML) link on your SAW homepage and continue to access your Paid Family and Medical Leave service.
  2. Select your employer account and when prompted enter your PIN and click Next.
    • Your PIN is case sensitive so use upper and lower case exactly as it is shown in the letter.
  3. If you are not prompted for your PIN on the initial screen and homepage, click Request Full Account Access green tile and you will be prompted to enter your PIN and click Next.
  4. You will go to your account homepage and have full access.

After creating your account, you will have limited access until you receive your PIN and enter it. With full access you will be able to manage all aspects of your employer account. Below is a breakdown of full and limited access roles.
